fix: changes from Dependabot

Purpose

This pull request updates dependencies and GitHub Actions workflows across the repository to ensure compatibility, security, and access to the latest features. The primary changes include bumping versions for many core libraries in both Python and JavaScript projects, as well as updating the actions used in CI/CD workflows.

Dependency Updates

GitHub Actions Workflow Updates

• Updated all usage of actions/checkout across workflow files to version 5 (v5), and upgraded other actions such as actions/setup-python, actions/github-script, actions/download-artifact, actions/setup-node, lycheeverse/lychee-action, codfish/semantic-release-action, amannn/action-semantic-pull-request, and actions/stale to their latest stable versions for improved reliability and new features.
