[WIP] Add detailed HTML changelog for LogicAppsUX releases

Thanks for asking me to work on this. I will get started on it and keep this PR's description up to date as I form a plan and make progress.

Please generate a detailed HTML changelog for Azure/LogicAppsUX comparing two releases 5.203.0 → 5.230.11

Requirements:

1. Group PRs by risk level (Low, Medium, High) only.

2. For each PR display:

   • PR title

   • PR number and link

   • Author

   • Merge date

   • Project area affected

   • Short description

3. DesignerV2 and Clone feature work must be tagged as "Experimental / New Feature Work" and visually highlighted, as these are out of scope for review.

4. Show a count of PRs for each risk group in the group header.

5. Each group should be collapsible/expandable (default: "Low Risk" expanded).

6. Improve spacing and margins for readability.

7. Exclude Data Mapper and VScode PRs.

8. Footer links to the full PR history on GitHub.

HTML should be visually appealing and ready to share with stakeholders.
