Pull Request Overview
This PR upgrades the .NET Aspire Community Toolkit to work with Aspire 13 (preview), which is the next major version. The changes update package versions, NuGet feed configurations, and toolkit versioning to align with the new Aspire release.
Key Changes:
- Upgraded Aspire version from 9.5.0 to 13.0.0-preview.1.25521.5
- Added Service Discovery as a separate versioned package (10.0.0-preview.1.25520.3)
- Reset toolkit version to 13.0.0-preview.1 to match the new major version

Shortly the next major version of Aspire will be released and thing branch is going to act as the convergence point for all the work that needs to be done to update packages to work with Aspire 13, and any new things we want to add to support Aspire 13.
