Introduces the MakeMetricsModel Artisan command to generate new metrics model classes using a stub template. Registers the command in MetricServiceProvider and adds the metrics.model.stub file for model scaffolding.

This PR introduces a new artisan command for generating metrics model classes. The main goal is to streamline the creation of metrics models by providing a stub-based generator and ensuring the generated files conform to the expected structure and conventions provided by this package.
