this is a draft because not all the pylint warnings have bean fixed yet
help fixing pylint warnings would be appreciated
this PR also updates to python 3.11 so a change may be required before it can be run on pebalhost which only supports 3.10 in particular a substitute will need to be found for the built in toml module
