This PR :

  1. Add README_topo.md as the main documentation for the topography workflow.
  2. Add descriptive inline comments throughout all source files in this directory.
  3. Move the unused script generate_topo.sh to the obsolete/ folder.
  4. Restructure directory layout:
    Move contents from Raster/makebcs/ → Raster/preproc/topography/
    Move both ncar_topo/ and utils_topo/ into the new topography/ directory.

GEOS-ESM/GEOSgcm#989
