Allow tf-psa-crypto/drivers/everest to be missing.

Without everest, the project can be distributed under either the Apache 2.0 license or the GNU GPL 2.0-or-later license. With everest, only Apache is allowed. Addresses Mbed-TLS/TF-PSA-Crypto#405.

Status: proof of concept, for CI and design review.
