The Partner Center documentation for associating Azure AD tenants was outdated and causing user confusion. Users reported that following the documented navigation path resulted in "unauthorized" errors, making it impossible to complete the Azure AD tenant association process.

Problem

Users encountered two main issues:

  1. The primary navigation path (Account SettingsTenants) resulted in unauthorized errors
  2. Even when users found the working alternative path (Legal infoIdentityTenants), they still faced authorization issues with the "Associate Microsoft Entra ID" button

This was particularly problematic for users who created developer accounts with personal Microsoft accounts, as the documentation didn't address the additional setup requirements for organizational features.

Changes Made

  • Dual navigation paths: Added both the original method and the working alternative path users discovered
  • Comprehensive troubleshooting section: Added detailed guidance for unauthorized errors, account setup issues, and personal vs work account scenarios
  • Updated branding: Included Microsoft Entra ID references alongside Azure AD throughout the document
  • UI acknowledgment: Added note about Partner Center's transition to workspace-based interface
  • Better error context: Explained why users encounter authorization issues and provided clear resolution steps
  • Updated metadata: Refreshed the last modified date to reflect current information

Validation

  • All referenced files and images verified to exist
  • All external links validated
  • Markdown syntax confirmed correct
  • Changes directly address the specific issues reported by users

The updated documentation now provides users with multiple navigation options and comprehensive troubleshooting guidance, ensuring they can successfully associate their Azure AD tenant with Partner Center regardless of their account setup.

Fixes #5498.

@GrantMeStrength it used the author tag on the page https://learn.microsoft.com/en-us/windows/apps/publish/partner-center/associate-existing-azure-ad-tenant-with-partner-center-account?source=recommendations

I don't work on Partner center as of Feb 2025 - maybe @britw01 @v-toddphil could take a look.
