목적

PR #142 를 revert하여 changeset 플러그인 테스트를 위한 변경사항을 복원합니다.

이유

• naverpay-plugins의 /changeset 플러그인을 테스트하기 위해 기존 변경사항이 필요함
• 플러그인이 생성하는 changeset 형식을 검증하고 개선하기 위한 작업

다음 단계

1. 이 PR 머지 후 변경사항 재작업
2. /changeset 플러그인으로 changeset 파일 생성
3. changeset version으로 CHANGELOG 형식 검증
4. 문제 해결 후 다시 정상 PR 생성
