Outstanding issues needing clarification:

Third Party

Module builders interact directly with CPAN clients, certainly. Also certainly, each of these two classes of tool interacts with tools not in either class; that is, in some third class.

Q: Do any of the tools in these other classes mentioned interact with both module builders and CPAN clients? That is, do any tools in effect become a third party, if only a passive one, to the interactions between module builders and CPAN clients, providing an indirect path of action?

NB: We are not concerned here with third party interactions per se. Either primary class of tool may perform multiple functions, none of which need be of interest. We are only concerned with those third party interactions that provide an indirect path of action or communication between our primary classes.
