Created a file to get the metrics of a model including: the number of params, the FLOPS, and the activations -Currently initialized with code to get the parameter count

The result of the previous function gave the IOU for each class so made functionality to provide the mean IOU of all the classes, which is needed for MaskFormer metrics.
