library.json is a library manifest file which can be used by the different tools/managers to organise embedded libraries. How does this look from CLI:

$ platformio lib search "Adafruit LED"
# Found ... libraries:

# [ ID ] Name Compatibility "Authors": Description
# -------------------------------------------------------------------------------------
# [ 128 ] Adafruit-LED-Backpack arduino, atmelavr "Adafruit Industries": Adafruit LED Backpack Library for our 8x8 matrix and 7-segment LED backpacks

$ platformio lib install 128
# Installing [ 128 ]  library:

# Unpacking  [####################################]  100%
# The library  [ 128  ] ‘Adafruit-LED-Backpack' has been successfully installed!
