Remove deprecated synclist logic .. eventually.
This is used in insights mode to allow clients to pick a subset of collections to sync from crc (crc-side filter).
The replacement is that each client can configure the crc remote with a requirements.yml file picking the right collections (client-side filter).
The feature was deprecated in AAP 2.4, and should go away with 2.4 EOL, end of 2025.
