The keygen verify tests were not asserting the error message for the --config failure case and were not validating the precedence of an explicit keypair over a config file. Additionally, the last assertion expected an error message built from an incorrect pubkey value. This change stores the results of both failing invocations and asserts them against the messages actually produced by the verify subcommand, using the correct pubkey in the final expectation.
