Description of PR

This PR is a proof of concept to validate a backport of the Jersey upgrade on top of branch-3.4.1 using the ASF build/test framework.
⚠️ Not intended for merge — draft only.
Purpose: to confirm build and test stability of the Jersey upgrade in the branch-3.4.1 line.
