Pull request overview
This PR prepares the repository for the 4.8.0 release by simplifying the CHANGES.md file. Instead of maintaining detailed release notes within the file, users are now directed to the GitHub releases page.
- Removes all historical version entries (versions 1.0.0 through 4.8.0) from CHANGES.md
- Replaces detailed changelog with a single line directing users to GitHub releases

We could remove the whole changes.md. It isn't required by the ASF anyway. |
