This upgrades Susbtrate to latest version from polkadot-sdk fork using branch
subspace-v1and Frontier with minor fixes that is also pushed into polkadot-evm/frontier#1193@ParthDesai note how to enable UTC time such that the format for both node and farmer is the same, also you'll need to disable colors manually for node on Windows, CLI defaults to no colors on Windows in paritytech/polkadot-sdk#1500 due to PowerShell not supporting the same escape sequences used for colors in *nix shells.
Fixes #602 using paritytech/polkadot-sdk#1500
