fix(rds): convert returned dbProxyName to lowercase

Reason for this change

Currently the dbProxyName property returns a non lowecased value, which is incorrect because in AWS proxy resources are lowercased

Lowercased the returned reference from Cloudformation and added testcases to verify the change
