There is some kind of issue with rules_jvm_external's maven namespacing. See: * bazelbuild/bazel-worker-api#11 * bazelbuild#410 NOTE: This will force projects that depend on rules_android to upgrade to at least our version of Maven dependencies. Fixes bazelbuild#410
