As a user and developer I prefer to be able to control the theme without having to switch my system theme. Designs are often in g10 while I prefer my system to be in dark mode for software development.
This PR adds a theme switcher, from @carbon-labs/react-theme-settings and provides the functionality seen in the @carbon-labs/reactc-ui-shell profile examples. https://labs.carbondesignsystem.com/?path=/story/react_components-uishell-profile--with-theme-switcher
