This partial file is used in the clientless access learning path and the private IP/hostname note doesn't make sense in that context. I'll open a new PR and add the note to the top of the page.
Summary
Some customers treat their "public" IP ranges as completely private and want to create Access applications. This adds a call out to denote how to properly set that up.
