pkg/util: Add fuzzer and ClusterfuzzLite

This PR adds a fuzzer to test the code that had issues in #240. The fuzzer is a go-fuzz fuzzer.
The PR also adds ClusterfuzzLite which will run the fuzzer when a PR gets made.
