This rule detects attempts to exploit CVE-2025-59718, a Fortinet FortiCloud SSO authentication bypass. The attack works by POSTing a specially crafted, base64-encoded SAMLResponse to the
/remote/saml/loginendpoint. The rule:/remote/saml/loginendpoint (case-insensitive, usingendsWithfor precision).SAMLResponse(case-insensitive).SAMLResponseand checks for the presence of the string<saml:issuer>https://sso.forticloud.com</saml:issuer>, which is a strong indicator of the crafted SAML assertion used in the exploit PoC.lowercaseandb64decodein the transform ensures the match is robust against case and encoding variations.Validation Checklist:
