This rule detects attempts to exploit CVE-2025-59718, a Fortinet FortiCloud SSO authentication bypass. The attack works by POSTing a specially crafted, base64-encoded SAMLResponse to the /remote/saml/login endpoint. The rule:

  • Matches requests to the /remote/saml/login endpoint (case-insensitive, using endsWith for precision).
  • Ensures the POST body contains a parameter named SAMLResponse (case-insensitive).
  • Decodes the base64-encoded value of SAMLResponse and checks for the presence of the string <saml:issuer>https://sso.forticloud.com</saml:issuer>, which is a strong indicator of the crafted SAML assertion used in the exploit PoC.
  • The use of lowercase and b64decode in the transform ensures the match is robust against case and encoding variations.
  • The labels section includes the correct CVE, ATT&CK, and CWE references for authentication bypass.

Validation Checklist:

  • All value: fields are lowercase.
  • All relevant transforms include lowercase.
  • No match.value contains capital letters.
  • contains is used instead of regex where applicable.
  • No use of both and and or in the rule logic.
