Add MODY8_CEL locus

Description

Add the MODY9_CEL locus. Originally added in #248 by @Macayla-weiner but removed from that PR as it requires additional review.

Additional work needed:

• Confirm/iterate on the pathogenic range and pathogenic motifs. There appear to be multiple types of pathogenic variants reported in the literature.
• Add additional info from this paper? https://link.springer.com/article/10.1007/s13353-024-00907-7
• Rebase/update to new json format

• Minor change to existing locus e.g. new citation
• Bug or gramatical error fix
