This follows up from the last LDM on this topic, where there was interest in reconciling the proposal with the library API guidance of not putting factory methods on generic classes. This means the factory method is on a separate, nongeneric class. A proposal is included for how and why such factory methods could be accessed via dotted static member access alongside singleton members of the generic type.
