Support running test out of proc

Steps to run on helix:

• Decoupling build/test runs
• Package tests for helix
  • Modify single file to prevent compile at test time
  • Absolute paths in debugger infrastructure
  • Pulling all of arcade in the debugger builds
• Modify pipelines to push tests to helix
  • Move non-debugger test to helix
