Add Filipino (tl) translations and complete language support

This PR adds complete Filipino (Tagalog) language support to DrawDB.

It includes:

• the Filipino language object (filipino) for the language picker
• a full tl.translation map containing translations for:

All menu items (File, Edit, View, Settings, etc.)
Diagram operations (tables, relationships, notes, enums, types, subject areas, etc.)
Error & validation messages
Timeline & task management strings
DBML view, multiselect, bulk update, sharing
All recent DrawDB features and UI components

All keys are translated following the DrawDB i18n format and exactly match the key set of existing languages for maximum consistency.
