Bug - Add owner failed to work while offline - Fixed :D

you removed the check for region limits while the player is offline, yes this will fix adding them, but now this change will cause the opposite effect (it will break region limits entirely) also you removed a bunch of the Notes and the codes license i dont recommend adding this until said issues are fixed |

Add owner command would Fail to run while the player trying to be added was in game!

This is not intended behavior.
Fix:
Look in the code bellow lol.
