Replacement for #4075

Tests can be run with:

tsx --conditions=typescript ./test/tester --stack-size=1500 --state --fork=Osaka --customTestsPath=../../packages/execution-spec-tests/fusaka-devnet-5/state_tests/osaka/eip7951_p256verify_precompiles

Current test results:

# pass  0
# fail  323
