Fix: Ignore Symbol/Function in input defaultValue (fixes #27896)

Summary

Fixes #27896 by ensuring Symbol and Function values in input elements are treated as empty strings ('').

Changes

• Modified ToStringValue.js to return '' for non-string/number values.
• Added tests in ReactDOMInput-test.js.

Test Plan

• yarn test ReactDOMInput passes.
• Verified manually in browser.
