Major improvement of annotation Cmdlets and change to Comodo code signing certificate

The annotation Cmdlets got a major overhaul. Many small fixes, especially due to improved Cmdlet testing. Changed to Comodo code signing certificate. This should simplify running the Cmdlets in secure sites.
