fd_compute_budget_program_finalize will now return the correct value in the default case. Before, an incorrect value was returned in the default case. This wasn't an issue because the deafult result was ignored by fd_pack_compute_cost. This means this PR should have no effect on the bahavior of fd_pack_compute_cost.
