Feature/disable user role invites for adminn

What kind of change does this PR introduce?

This feature ensures that users who have the role of 'User' in a specific group can only send invitations to other users inviting them as a 'User' and not an admin. And admins still of course can do both.

Why was this change needed?

Issue: #866
