Since the installer hardcoded onto the dockerfile is x86_64, forcing the platform for the docker container to be x86_64 will ensure the docker build can run on arm hosts. When i was building on M2 Macbooks, the docker build was failing as it created an arm64 image and bazel cannot be installed.
