chore(xcap): Adds wrapper around bucket client to track operations

What this PR does / why we need it:

Adds XCapBucket wrapper around bucket.Client to record observations about object store calls to the xcap.Region found in the context. These observations should provide insights into the operations (metastore, logs section, streams section) that are making object store calls for a given query.
