Update EBS gp3 throughput maximum from 1000 to 2000 MiB/s

Description

This PR updates the throughput validation for EBS gp3 volumes to reflect AWS's new maximum of 2000 MiB/s (increased from 1000 MiB/s). This is a follow-up on PR #44514 where this validation was fixed for aws_ebs_volume. Here we update aws_launch_template, aws_imagebuilder_image_recipe and aws_imagebuilder_container_recipe to have the same validation.
