test: Add MATS tags for hapiTestCrypto

Description
Continuation of #20857 centered on crypto hapi tests.

There are only two types of changes: adding @Tag(MATS) to the tests we want to include in the MATS test suite, and enabling hapiTestCryptoMATS. Tests were chosen as a best-guess effort at maximizing a functional surface area of all execution tests annotated with @Tag(CRYPTO).
