feat: make ai package independent

• removed all external dependencies
• removed rate-limiter and usage tracking, making it independent of db and tiers
  • users can now set those on the client side if they need them
• moved tools to client side
• removed merge config from the ai client since it was not the optimal solution, the diff algo works better and faster
• made it so that template config is now passed through context instead of importing it through the template package

still a work in progress

 - need to make some types safe
 - updating the custom user api keys integration
 - need to add usage tracking and rate limiter to the client side
