Added delay capability to retry step

This pull request adds the option to specify a delay on the retry step.
It is based on the PR #97 originally filled by @krotte1 that has since stalled.
JENKINS-54735 requested this feature, and JENKINS-59678 was created by the original PR author to discuss the implementation, but both had stalled.
