Infra: Ignore Netty updates

Follow up for #1323

Is there anything you'd like reviewers to focus on?

Although the previous configuration was technically accurate regarding the groups, it resulted in Netty upgrades being processed individually rather than grouped. This update ensures Netty upgrades are fully ignored, as originally intended.
