[feature] Allow uploading models from custom paths

Part of: #12053

• This PR is part of the ongoing work on the Pipeline Run Workspace Feature.
• This introduces support in the launcher for uploading a model from a custom path as opposed to the default local path, by adding a custom_path field to the Runtime Artifact.
