Adds support for configuring access entries, which is now the preferred way to manage IAM access to EKS clusters.

Fixes #4854

Special notes for your reviewer:
Depends on #5578, and so includes a bunch of commits from that PR. I can hold this PR and rebase once that's merged if it makes it easier to review this, but wanted to open for visibility ASAP.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
