[WIP] Docs changes for ContainerStopSignals alpha2 in v1.34

Issue

This is the placeholder docs PR for kubernetes/enhancements#4960 in v1.34. The KEP is staying in alpha again in v1.34 but we might have docs changes once the container runtime implementation for containerd have been merged.

Note for reviewers:

I'm not sure if the toVersion change is required here since we're not graduating, but I'm using it to open the placeholder PR. If it is not needed, I will remove it when I add the actual docs changes. If there are no changes to docs, I can close the PR.

@sreeram-venkitesh Perhaps we should consider setting the dev-1.34 branch as the target branch rather than the main branch for this pull request. Since the change is related to the feature targeting alpha in v1.34
