This PR removes the old CONTRIBTIONS.md document and replaces it with PARAMETER_CONTRIBUTIONS.md, which introduces the data standard to be used by community members to formally make a submission of their calibrated parameters.
Before merging, @hellkite500 do we want to include anything here about which models and parameters we are supporting?
