Files and steps that may help someone develop changes to Pollmaster in a Docker environment. Includes a stab at the correct values from requirements.txt ; created as a separate file to ensure it doesn't impact other work on Pollmaster.
Included an update to the general setup instructions to replace the owner ID in a file that is separate from the other environment config info.
