Make libexif optional. libexif can be a problem for commercial programs. libexif uses the LGPL license which can be a problem for static linking. Maybe it was also a problem for #25.
At this pull request the libexif can be disabled by removing/disabling the EPEG_USE_EXIF macro from the epeg_private.h header file.
Maybe libexif should be replaced by a library for exif with a more permissive free software license.
