Cherry-pick commit c7c2bd8 from the main branch. This commit modifies the file dev/Interop/StoragePickers/PickerCommon.cpp by changing the line:

• FileTypeFilterData.push_back(L"");

• FileTypeFilterData.push_back(AllFilesText);

and keeps the following line as is:
FileTypeFilterData.push_back(allFilesExtensionList.c_str());

Apply this change to the release/1.8-stable branch, ensuring that the context and intent of the original commit are preserved. Resolve any conflicts that may arise during the cherry-pick process.
