- use with macos-15 gh hosted - add windows matrix with windows-latest alongside custom-windows-11 - leave commented out matrixes to revist in the future

- fix matrix.runner references to use fromJson() for conditional logic - use macos-15 directly instead of custom runner fallback (we need to implement something here for checked jobs) - keep custom runner code commented for future use (reference point) - update windows runners to check against self hosted runner
- and use gh mac runenr for now
