This PR adds an index Dockerfile for the v1.x branch.
The main difference from the main branch is that the bundle image now point to registry.ci.openshift.org/origin/multiarch-tuning-op-bundle:v1.x, this ensures that the v1.x branch builds the index using the correct bundle image for its release line.

Render the Operator bundle and generate YAML entries for the catalog index using the upstream Prow build bundle image from the v1.x branch:
opm render registry.ci.openshift.org/origin/multiarch-tuning-op-bundle:v1.x --output=yaml >> /tmp/index.yaml
