feature: add Europe as a project

👋 I did some awesome work for the Pelias project and would love for everyone to have a look at it and provide feedback.

Here's the reason for this change 🚀

This adds Europe - the whole continent known as 102191581 on wof - as a project for use for Pelias geolocation.

Here's what actually got changed 👏

New folder in projects with configuration :

• pbf location for OSM
• openaddress file list (no automated way, used OA file list + EU country list)
• WOF : used 102191581

Here's how others can test the changes 👀

Check CSV files for OA
Do we need geonames and/or interpolation ?
Other feature that I miss ?

Hi, I was looking to merge this today, the only thing I don't understand is why there are two separate pelias.json files, this differs from all other projects and isn't immediately clear what the intent is.

The format differs from all other projects and as-is I don't believe the instructions would work.
